Adding a value "copymove" to property "cq:actions" at "/libs/foundation/components/iparsys/cq:childEditConfig" & saving the changes should resolves the issue. (Overlay of iparsys is better option )

Reordering/Moving components in iparsys
From 5.5 sp2 OR aem 5.6, you were no longer able to move a component within an iparsys (reorder). When attempting to do either of these actions you get a "Fixed Component" message.
Adding a value "copymove" to property "cq:actions" at "/libs/foundation/components/iparsys/cq:childEditConfig" & saving the changes should resolves the issue. (Overlay of iparsys is better option )
